    I have a video source (QT movie) derived from DV-NTSC, hence it is 29.97 fps. I would like to re-encode it as PAL MPEG2, and I am wondering if it is possible to change the frame-rate with ffmpegx, or rather, what actually happens if you set a framerate of 25fps when the source is 29.97?

  2. Going from 29.97fps to 25fps implies dropping frames, so you will lose some quality and most probably there will be sound sync issues.

    Many players are able to play both NTSC and PAL. So if it is your case, you should always encode with the same framerate as the source movie.
