I have an SVCD that is not synced when I play it in my DVD player. I believe this is because the SVCD is encoded at 2500+ where its only supposed to be 2400 max (I suspect the author put 2400 max for video, so with the audio its more then 2400, i dont really know how that works).
Anyway, how can I go about downgrading the bitrate slightly to get it under 2400? I cant open the mpeg2 file in TMPGEnc (even though I have WinDVD installed). Is there another codec I need to open mpeg2s in TMPEnc?

hmm, i think I meant 2600 instead of 2400 (vcdeasy confuses me with its 2400 msg). 2600 is the standard (i think?). the file is actually (as analyzed by vcdeasy)
