Typical video sampling rate is 13.5 Mhz but I am not able to realize how 13.5Mhz can yield 345600 (720x480) points per frame or 10357632 points per second (29.97 frames per sec).
Obviously I am not understanding something correctly. Can someone please clear this up for me ?

It's not a sample rate, it's a bandwidth. As a rough approximation 720 * 480 * 29.97 = 10,357,632. But there are also timing pulses, unused scanlines, and the vertical retrace interval.
