I have an avi file that I want to re-encode to a 1024x1024 mpeg2 (m2v) file.
TMPGEnc does not allow it.
Does anybody know of a different program i can use?

First quesiton: why? 1024x1024 isn't supported by anything and if you only want to play it on your PC there's no need to convert it from an avi.
I actually didn't know that TMPGEnc wouldn't encode to this resolution (I guess it's outside of some preset range). But to be safe, how did you try to setup this encode?
If you load the unlock template you should be able to set TMPGenc to any resolution you want. You might be able to setup a VDub/avisynth frameserved resize to CCE at this resolution (maybe even frameserved to TMPGenc).

Yeah that's what I was thinking, the resolution is so out of spec that it's actually not supported. But then again it's PC digital data so it's possible that to do anything to anything. Maybe TMPGEnc doesn't like that resolution, but Avisynth will resize to whatever you tell it.
Can that AVS file be loaded and encoded... don't know. -
AVI is different, but mpeg has specific specs that is haas to adhere too.

you can encode up to 8000x8000 in mpeg2 ...
but to do so -- you have to change the profile from main to high level
