How can I make a .cue file. I've downloaded the .bin file and the .cue was not posted? Is this possible??? Please help.

Yes this is possible, but it may not be perfect. Having the original .CUE file that desribes the .BIN file is best, but you can use bin2iso command-line utility to create a .CUE file from a .BIN file using the -c option.
Like this:
Code:bin2iso cuefile.cue -c binfile.bin

You can try to use GNU VCDImager Tools GUI for Win32 from the vcdimager project.
