When people talk about these i assume they refer to region coding??

No, they are talking about if a pressed DVD is a single layer (DVD5) or double layer (DVD9) disc. DVD9's need to be encoded with Dvd2One or DvdShrink to fit on a standard DVD-R or DVD+R which are the same size as a DVD5. There is also DVD10 which is just a double sided flippable DVD5.
