I have a captured video file (format is not important). The only problem is that there is an uneven black boarder around the whole video. (I am running a PowerPoint presentation on a laptop then capturing onto my desktop. I set the screen size on the laptop output but it will not change it...anyways) I want to remove this black boarder around my video(because it looks terrible). Is there any software that will do this?
In other words can I convert a video file (from any format to any format), but only select a certain part of the screen?

It is called cropping. If it is AVI, your answer is Virtual Dub's Null Transform filter. If the video is MPEG, the answer is TMPGEnc's Clip Frame function. Look in Tools section at right for both programs.
