I encoded this KIKI anime at 512x384 (4:3 is good... right?); but because it's Widescreen, it's got those nasty Black lines all over it.
Can someone please instruct this rather pathetic newbie, in simple terms, how I can get rid of 'em using Flask 6?

I do not know how to get rid of them using Flask. I know that you can use DVD2AVI to remove the black borders. Maybe you can feed the D2V file (created by DVD2AVI) to Flask???

I don't know how to do it in flask either (for TMPGenc or CCE, or frameserving with VDub or AVIsynth yes).
Anyway, the 4:3 is the displayed aspect ratio. It's different from the screen resolution. 512x384 is the screen resolution. This resolution can have an DAR of 1:1, 4:3, or 16:9.
The most command x(S)VCD resolutions are 352x240, 352x480 and 480x480. You can use any resolution you want but for NTSC your TV's resolution is 720x480 so going about that is pointless.
Take a look at: http://www.doom9.org/aspectratios.htm for more info.
