Is there a way to disable the auto detect on project wizard 5/5? With the auto dectect on, i can't lower my bitrates, it insisted on standing at 1600bitrate.

Depends on what template you have selected on the first wizard screen. If you selected anything like VCD, or SVCD, you will not be able to change the bitrate setting in the last wizard screen, in order to stay within spec. Best way would be to manipulate the bitrate yourself manually.

In project wizard 5/5 click the expert button, then go to video tab and click rate control mode(unlock) this will let you change the bitrate. Hope this helps

Default setting....well if you change the bitrate other than 1150 it becomes an non compliant vcd(actually xvcd) I would recomend using 2 pass vbr to get better results, unless you want to make an xvcd and change the bitrate for the amount you want ..there are tons of posts here about bitrates and such about vcds and xvcd's give a search here in the forums.
