Hello.. i know everyone has heard this before, but, i am trying to fit a 95 minute movie on one cd in the VCD template with TMPG, or an mpeg1 format. Now i have heard that i should go to the unlock template but, i am unsure of the bitrates for audio and video in order for the best quality, on an 80 min cd-r. Can someone help me please?

Use Sefy's SxVCD Templates. You can download them from the left menu section title "Tools". Read the supplied TXT for more info.

i'm just waiting for someone to post a template for TMPGE to produce the best quality 45 min vcd. i figure for most movies it would take 2 cdr's. i'm talking THE best settings for it. i am able to produce next to perfect capture's and i want to be able to squeeze 45 min of it onto 1 cdr with THE best possible encoding.

Just use the bitrate calculator to determine the bitrate, then use ie. TMPGenc's 2pass VBR or CCE's 3-5pass VBR. Resolution should be at least 352x480 (480x480 would be better).
45min woulds be a total bitrate of 2370kbit/s (for audio and video) spilt as you feel best (personally with a good source I just use 128kbit/s for audio). So that would be 2242kbit/s for video. -
i recently got 1 hr 23 mins on a 80 min cd/rw no problems, i used sefys sxvcd template, just reduced the audio rate to 192 k and had no picture degredation (over std vcd) and u cant hear the difference in the audio quality.
