will we ever see duel layer dvd-r
and will the current dvd burners cope with them

No because dual layer are glued together..
Dunno about a dual sided -
Unless I'm mistaken, dual sided media already exist (but you can't burn both sides without flipping the disc of course).
Dual layered media don't exist and if they do, existing burners will not be able to record to them.
You are unlikely to ever see dual layered recordable DVD media.
