you could possibly do it. but the bitrate will be so low no one will want to watch it. any encoder(cce, tmpgenc, procoder, etc.) will produce the mpeg for you.

any good mpeg encoder like tmpgenc xpress, tmpgenc plus, hc, mainconcept mpeg encoder where you can set the bitrate manually or set the output size. i recommend using a low resolution 352x240/288. calculate the bitrate using a bitrate calculator.

then author and burn the mpeg to a dvd with any authoring tool like tda.

  7. Think of a blank DVD as a piece of pastry. Now roll out that pastry into 3 fairly thick "logs". Thats your 3 hour film. The thickness is the quality. Now roll out that pastry into 6 skinny little logs . they look pathetic dont they.. not enough there to fill anybodys belly. Now thats your six hour film/series.

six hours of vcd footage will fit onto a dvd and it can look quite acceptable (like vhs) but not top quality like a commercial dvd.

All you really need is an encoder that lets you set any bitrate you want and a bitrate calculator.

http://members.dodo.net.au/~jimmalenko/AVI2DVD.htm steps you through how to do it with TMPGEnc.
    If in doubt, Google it.

It seems nobody asked if this is for SL or DL disc. If SL, then the average bitrate will have to be quite low (~1.6Mbps), but if it's DL, then it could be up to ~3.15Mbps. That is decent for 1/2D1 material.

Here is how I do it.
    1. Use TMPGEnc to encode video clips to MPEG1. First, you must unlock the VCD template and change the audio to 48Khz.
    2. Use DVDLab to author the MPEG1 files to DVD format. You can also use TDA to author your DVD.
