    how to put word balloons on the characters on my video... what program can i use? and i like to put animations such as change the persons face can annyone suggest the program to be used?

    After Effects, Combustion, Wax2 and WinMorph. If you know your editor and photoshop well enough, you can use those. How simple or how complex it is depends on the type of effect you want. If you want smooth animation, it is difficult and time consuming. If you want something simple, it is pretty easy.
