Syncing and adding to audio?

Hello everyone,
I have an ac3 audio stream that I need to sync to a video. I also need to take a few seconds from another ac3 file and add it on to the beginning of the first stream (and add delays etc if need be). What software is able to do something like this?

There are tools for cutting AC3, but anything more complex you need to import to an audio editor.

Audacity (latest beta) can import and export AC3 (using ffmpeg as a filter).
