I assume you mean "over the ear" and not "in the ear" for headphones.
Best really depends on your budget and most especially how they feel while wearing them.
Stats and reviews can only tell you so much. You have to try them out to see how the feel and sound to you.
Some good manufactures that come to mind
Grado
Sennheiser
Denon

Although I haven't used the others I've also had good luck with Sennheiser.

I have come across these
Sennheiser MX70 VC Sport In Ear Headphones

Philips SHE3600 Blue In Ear Headphones
http://www.iheadphones.co.uk/headphones/22262/Philips+SHE3600.htm
I am slightly leaning towards the Sennheiser headphones, I just dislike the colour and the volume control thing, is it removable? and is 18 - 21,000hz better than 12-22,000hz?
does anyone have anything better please? -

I think we're saying for in-the-ear we believe there's not going to be much difference in $20 headphones.
I also agree that there would be night and day difference to go to over-the-ear - also be prepared to spend around $100 (or more). -

What is your budget? -
the headphones I had before were Panasonic ones I got with my CD walkman, I had crystal clear sound and the pair I had before I got with my Samsung YP-Z5, they also had excellent sound. And yes I am using a portable MP3 player. I am looking for high quality headphones under £20 please.

My new Philips earphones are now broken, and I need new headphones. Here's my problem, I love audio and I am into audio quality very much, I have a HQ Samsung MP3 Player, I mostly listen to classic rock and I travel on the tube every day so its very loud. I think I would need HQ headphones this time, because the earphones are just bad now. My budget is around £30, I had tried the Sennheiser HD201 headphones, although they sounded pretty good, they were too quiet, can anyone recommend a HQ pair please?

Also, portable devices usually aren't built for full headphones, and are optimally built for the lower power needs of earbuds and the like.
I had a Creative Nomad that sounded beautiful with the stock headphones, but the bass response was lacking. My Sennheisers sounded like crap on the Nomad. Of course it was the opposite (and then some) on my home system. -
I tried the Sennheisers HD201 on the iPod classic and the bass response was really good (and my MP3 Player is way better in terms of audio then the iPod) however, it was too quiet on full blast on the iPod, I don't know if it was the iPod or not.
I need HQ headphones that are portable and they block out some of the noise on the train. The Sennheiser PX 100 look good, but will they block any sound out at all when on the train?
The earphones I used had to be put on full blast and I am damaging my ears with this, headphones are better so I need some. -

BTW, 18 - 21,000hz / 12-22,000hz is the frequency response - these numbers are almost identical. The real test occurs when you actually put the headphones on and listen.

I am currently looking at:
Sennheiser PX 100 Headphones
Sennheiser HD 201
Sennheiser PX 200 Headphones
Denon AH-D301 Denon Closed Type Stereo Headphones
The Denon ones look nice but they have a huge power input level, probably not appropriate for MP3 players. The Sennheiser PX 200 look really good, the summary says that they are suitable for trains which is a big plus. They are also at a good price. The Sennheiser HD 201 I like because they have bigger headphones, I dunno if the PX 200 are too small. The HD 201 look like they can block out more sound, but I don't know -
I was really considering the Sennheiser PX 200 but I had read soo many negative reviews on them regarding sound quality, so instead, I have chosen the Sennheiser HD 201, they do sound very good and are very cheap
-
well I bought them today, they didn't sound too good on the ipod at the store (but the ipod doesn't sound that good anyway) but it sounded excellent on my Samsung YP-Z5, the sound quality is amazing, gonna test them on the train tomorrow. The only drawback is that the length of the wire is really long (3metres) so I have to find something to roll them up with

Well I tried the headphones on the train today and they worked very well, the sound was clear, I only needed my volume 3/4 full to get a good sound on the central line, these are brilliant headphones, I advise anyone who loves audio and takes a noisey train to get them, you'll love them

The Bose QuietComfort 2 get the most attention among noise-canceling headphones. It is best to use.

Sennheiser LX 70 In-Ear Headphones £6.49 + Free Delivery
I bought these and the sound quality is great. There is no headphones at this price can touch these for sound quality.

This is a little late, but I recently bought the Skullcandy INK'D for my Sansa, and they are phenomenal! The bass response is pretty deep, while the highs are crisp, but not tinny. The only drawback (for me, but not Nitro89) is that you can't hear shit except for the music. If you use these earphones and your house catches fire, you're pretty much dead. On the other hand, if your parents don't understand you and you wish they'd go away cuz they're not the boss of you, then they're perfect.
You can probably get them cheaper, too. Oddly enough, they're less in dollars ($9) than pounds. I got mine from Target (also same price at Fry's).
