Yea my software has a calculator, my problem is understanding what to do with it. No matter what ive tried so far doesnt seem to work, my files keeps coming out 1411kbps. And of course its been a couple days and they havent answered any of my tech questions.

1411kbps is cd wav standard for audio I believe. You might have a default setting clicked on by mistake somewhere. See if you have a setting for custom controls or some terminology like that.

Don't ask me how I found this out but I was messing around the other day and I noticed that I could get different bitrates on PCM WAV files using Goldwave.
This is a WAV sample at 16KHz and saved as 8 bit stereo and you can see that it has a bitrate of 256kbps. You get the same result by saving as 16 bit mono.If in doubt, Google it. -
8 bits per sample
2 channels
16,000 samples per second
8 * 2 * 16,000 = 256,000
But this is your audio. You need to make your video 256kbps MPEG 4 ASP.
