Working with some DV footage and need to preserve detail in hot whites.
Would limiter(0,240) be an okay alternative to using Levels?
Is there any quality/precision difference?

No! Limiter clips the signals, irrecoverably, deleting any details in that area. DV often has useful data in the luma range >235. These would get lost with clipping.
You can easily verify this using the waveform monitor.
