I put the lame_enc.dll in both the Windows and Windows/System32 directory...but how do I "register" it? I don't understand why the ACM version of Lame comes with an INF installer file, but the the lame_enc does not...

Did you right click on LameACM.inf and select Install from the context menu?

Yes, I did...LameACM is installed...but that has nothing to do with lame_enc.dll....if you look at the inf file in notepad, it only deals with the ACM files, not the lame_enc.dll.

Are there not registry entries associated with lame_enc.dll? Is lame_enc.dll not an audio codec? Could someone please explain this? The Lame website is useless and contains no instructions.

AFAIK lame_enc.dll is an encoder, not a codec.
But you can register dll files with this command: regsvr32 [filename.dll]
