I am thinking about buying a DVD-RW, can someone tell me the steps you would have to take to make a DVD, I just want to make sure that I wouldnt be getting in to too much. Is it just like making a VCD?

Before purchasing a DVD-RW drive you might want to read the article about the different variations of drives on this website (under DVDRW). As DVD-RW is not fully compatible with all DVD Players you might reconsider or wait till DVD+RW is introduced.
DVD authoring is a little more complex as VCD authoring as you usually want to combine certain features, that you are used to from your purchased DVD's. There are many DVD authoring tools out there such as SpruceUp, DVDIt etc. If however you just want the tracks without any fancy stuff around, it will be just as easy as making a VCD.
