is it possible to cut between keyframes?

Yes, if you re-encode around the cut point to restore the keyframes. A program like the newest VirtualDub can do 'smart rendering' and let you cut where you want. But I don't know if it will work with your format. Other editors may be able to do this also. Or if you re-encode the whole file, the keyframes should be restored.
