why would you convrt to a bin and cue file?Is it better than just converting it to a mpeg file.

Your question doesn't actually make sense.
VCDImager doesn't burn VCDs and it isn't a burning program. Rather, you can use it to author a VCD (e.g., with menus, chapters, etc). It takes your source MPEG files and builds a disc image of your VCD in CUE/BIN format. This format was chosen because it is the most compatible across all platforms (e.g., Windows, Linux, MacOS).
You still need to have your VCD compliant MPEG files FIRST.
People prefer to use VCDImager over simplier proggies like Nero because of it much more advanced features and flexibility.
