I've been trying to burn a sequence of MPEGs in Roxio's Video CD Creator. Both of the computers I use have Acer 12x8x32 CDRW drives, and when I try to burn a VCD on either of these computers, Roxio returns the error message "Errors generated by output device." It doesn't even have the nerve to tell me what errors are generated, but this occurs during file system generation. Is this a problem specific with the drive and software or something else?

You might want to try another program that burns VCDs. I would definetly go with Nero 5.5, it's very easy with that program.
