Can anybody tell me if I can remove subtitles from a VCD bought in a different country [ie Japan]I can't seem to find any info on this subject Thanks

I would like to know that as well.
I've got a Laurel & Hardy VCD which has got very annoying Dutch Subtitles at the bottom.

No its really not possible. Vcds only support hard encoded subs, meaning the subs are actually part of the picture. There are several filters you can run to edit out the subs but the fact is that most of the time it just looks worse.
For instance the logoaway filter will take the picture surrounding the edited area and blend it in to fill the gaps. It works great on small stationary objects like logos but subtitles just come out as a huge blurred box.
