    I have a bunch of mpegs I got off the net. Unfortunately most are either 29.97 / 30 or 25 FPS, but some are 23.97 or 24 FPS. I am looking at making them all a resolution of 384x288 for "computer viewing only". I also want to make them all the same FPS. I think it is best to cut the 29.97 / 30 FPS videos down to 25 FPS instead of adding frames to the 25 FPS to make them 29.97 as this would probably degrade picture quality as TMPG must create new frames?
    If this is correct then my question is what is the best way to do this?
    I am currently encoding the mpegs in TMPG to 384x288 at a bitrate of 2,300,000 using inverse telecine to bring them down to 23.97 / 24 FPS. I then encode them again to bring them up to 25 FPS.
    I am trying to make sure I am converting the mpegs to the same FPS with the best method available.
    Does anyone know other methods or programs or plugins for other programs that are better for this task?
    Any help or information appreciated.

  3. Ok, heres what id do. Open Tempeg and load the VCDPAL template, Its usually the lastone there. That should set everything up for 25fps mpeg vcd quality films. Not difficult at all. Hope this helps

    I tried that way first. I didn't think it was that accurate. I will try again and compare the results.

    Does anyone else no any other methods for a higher quality result. I don't just want a quick and nasty hack.

    Anybody else experimented with this?

    I tested Johnman's idea again, and got the same results as when I tried that method month's ago.

    The movement in the video becomes jerky.

    Anybody else got some different ideas?

    Actually no idea. I just want to mention, that every framerate conversion end with more or less jerkyness, especially if you convert to a lower rate. I suggest to leave the framerate as it is. Convert a NTSC avi to NTSC MPEG and PAL avi to PAL MPEG. Your DVD player should be able to play both.

  7. There's one method but takes a lot of equipment...

    1 Play your movie (DIVX or so )on one PC and capture
    it on another with the wanted PAL settings.

    Never tried this before, but maybe it works..
