It looks as though this $20 tool can be used to cut MPEGs. Am I missing something or is this a good overlooked program?

It can be downloaded and used without limit for free, (only puts a small logo in upper right corner), however the "Save as" function is disabled until you register for 20 USD.
Comments and opinions?

This player causes a conflict with the 'video cd creator' of ezcd 5 platinum.
Yes, it has a most rudimentary editing feature, but I have never had the need to use it.
...just tried to use it, seems ok.

Can't comment on the editing feature, but when I used it as a player I was less than impressed. For one thing it couldn't maintain audio synch, especially if I used ff or rw.
IMHO the Sasami player does a much better job (at last on my PC). Plays perfectly, with perfect audio synch, and no logo on the video either. The user interface is a bit odd though - not that bad, but could have been better.

I like the way it plays virtually any MPEG file. Back to the cutting, can it cut MPEG-1 and MPEG-2, and does it do it only on I-frames to prevent re-encoding? Also how would ya'll say it compares with vcdcutter?

Sorry to keep butting in when you are obviously interested mainly in cutting - but your description also applies to the Sasami player, which is a general media player, not just mpeg. Included among the supported formats are MPEG1, MPEG2 (including correct handling of aspect ratios and interlacing - MPEGs can be system or elementary streams), and it also plays AVIs.

I just downloaded the Sasami player, and I must say its impressive. Lots of features.
I've only played with it for a few minutes, and so far the only thing I think the Elecard player has over it is the ability to capture screen shots - although it's very possible the Sasami player can do it as well, I just haven't figured it out yet.
I definitely agree with mpack about the user interface though - it's not the greatest. The controls disappear too quickly as well. It looks like skins will be supported at some point, so hopefully someone can correct these problems.
