  1. I have some High8 tapes and even some super8 movie which I want to burn on cd or dvd. I tried it in the past but with the compression I've got alot of block forming. I tried a lot op methodes but not one was to my satisfaction.

So now I want to buy a dvd burner. My question is the following.

Is it possible to burn a dvd from high8, super8 or vhs tapes a still get the quallity of a oncompressed file on dvd. Or do I still get the blocks showing?

Yes, you should be able to get a quality on DVD that is as good as the original. I've done many Hi8 tapes this way with good results. I've captured as AVI either through my Pinnacle DC10+ card, or through my TV card using Virtual Dub. I then encoded with TMPEnc.
    Generally, it's very straightforward.

I also have a DC10+ card. Do you edited with Pinnacle Studio or is it also possible to capture with premiere?

You are looking at it the wrong way. Do not focus on the DVD.

For what you are trying to do, the steps are:
    1 - Capture
    2 - Edit
    3 - Author DVD

The first step is very crucial in establishing the baseline for the quality of you video - garbage in, garbage out. Right after you capture, watch the video on your computer and if the quality is not to your liking (frames dropped, blockiness,...) there is (almost) nothing that the other steps can do to help. Revisit the compression part of your past attempts.

After you do your capture (for best quality, popular choices are DV capture or the Huffyuv codec) and your editing, you can maintain a high quality on DVD by using a high bitrate that VCD or SVCD cannot compete with.

For more help on capturing, look to the guides on this site.

I think you should be able to capture with either; I use Studio as I don't have Premiere.
I would also agree with what Lechtin says...you need to make sure you have a decent capture in the first place.

    Good luck!!

Lechtin is right. Your experience with poor quality probably had more to do with encoders and conversions than the fact that the original source came from Hi8. I have turned some 10+ year old Hi8 family movies into DVD's using Premier as the editor and both Roxio and Encore for DVD conversion, both with great results.
