Anyone have a solution? What might be the problem ?

If both TMPGEnc and bbMPEG don't work, there might be something wrong with the mpeg-file. You could try demuxing and remuxing your file with TMPGEnc and then try cutting it again.

Tried demuxing and remuxing. Then I opened the "cut/merge" option - loading .mpg file...but still I can't cut the video.

Yes, some movies goes ok. Without any problems.
But are there any packages (codec) I am missing ?
(I installed det Nimo... package)

If you're bent on using tmpgenc, then you need to follow
a certain order.
SECT 1: (do this)
1 - cut your video into segments (- commercials)
2 - THEN, demux and remux each clip!!
3 - burn
SECT 2: (DON'T do this) **
1 - demux and remux your clip (or each clips)
2 - THEN cut your video into segments (- commercials)
3 - burn
I have found that if I go and demux/remux my 1.2g or so clip,
and then cut out the commercials, ...when I go and burn and
then play cd in dvd player, NOTHING would play! Follow SECT 1
to the letter. It's that easy!
** SECT 2 seems to be running another (partial) encode of
your clip (be it the audio and/or video) .
Currently, I am using a different method and it works pretty
good - so far!
Nothing beets a GOOD AVI capture though. ...like my DC10+ !!
Toy Story 2 is on tonight (7pm) I'm going to use my PVR
and cap 1/2 hour segments. My 30gig hd should be able to
handle that with ease!

The thing is, you need an MPEG2 codec to view/edit MPEG2 files.
If you can't view the file in Windows Mediaplayer, you have no codec installed thus TMPGEnc. can't edit the clip. (Since TMPGEnc. uses the codecs in Windows as far as i know)
Get WinDVD and you should be alright...
Also, check http://www.mpegx.com for codecs.
