    I have a bunch of PAL avi (framerate is 25) that I'd like to convert to NTSC VCDs. How can I do this with ffmpeg?

    First, which is the reason you're willing to convert PAL to NTSC? As many DVD players today are able to play both modes.

    In that case, to convert to another framerate, just enter that framerate or select the appropriate target PAL/NTSC format in the Quick Presets. However be prepared to image quality loss (as you will be dropping or duplicating frames) and possible sound sync problems.
