I want to add a black border around a Divx video of mine so that when I convert it to an MPEG1 for VCD my TV will cut off the border with the overscan and not my video. How can I do this?

Interesting idea... Im not sure if it'll yield quality results, but nevertheless:
Open your vid, goto Filters and Add 'resize'. For Width & Height select something a little less than 740x480. Make sure you keep the aspect ratio the same... so make sure 740/480 = NewWidth/NewHeight. For Filter Mode, do anything other than nearest neighbor, I choose Bicubic. Then check expand frame & letterbox image and put 740x480 for for the width/height there.
As for the Interlace checkbox, I'm not sure. Id image that should be checked.
Then probably frameserve to TMPEG.

If you wanted to, you could skip the frameserve stuff and virtualdub altogether with TmpGENC. Just go into the settings and adjust the aspect ratio settings to "Center: Custom Aspect Ratio" and make your total video larger than the custom aspect ratio you specify. Just simplifies the process.
