Deoends on what you want to watch the movie on....do you want to be able to watch it on your home DVD player?...or do you just want to be able to watch it on your PC?
If you just want to watch it on your PC then you can just cut the movie in half with Virtualdub:
https://www.videohelp.com/virtualdubedit.htm
If you want to watch it in your home DVD player then you will need to encode it to either VCD or SVCD...(SVCD is best if it will play on your player)...TMPGenc is the easiest program to do this and gives nice results, and is nowhere near as complicated as it looks at first...check out the beginners guide:
https://www.videohelp.com/tmpgenc.htm
or for SVCD:
https://www.videohelp.com/tmpgencsvcd.htm
Don't give up if it looks complicated....keep trying..its well worth it in the end.
