Seperate VOB Clips

If I wanted to join different clips together from different sources what would be the best method. Does IFOedit perform this function for multiple sources? Also if I wanted to edit clips what would be the best program?

On a sepereate note is there a way to burn VOB's with Nero that will enable them to fast forward without IFOedit?

now I am only having problems fast forwarding the second clip now. Specifcally, I want the Short the birds to be on the same disc as Monsters inc. The short fast forwards, but the movie does not in winDVD.
