Deleting individual frames from an mpg

Have an MPG here with 1 frame that needs to be deleted. Is there any program that works in a similar way to vdub that can do this for me? (i.e tell it the exact frame you want cut then it outputs the new mpg without the frame)

tmpgencs cutter is hassle, coz to remove the 1 frame it would cut the video from both sides, meaning I have to rejoin it, and joining is what caused this problematic frame anyway

I suggest you try Video Studio 6's demo. It does not do any encoding ustil you save the project you are working on. That editor cuts with "surgical precision" in my opinion.
