Is it possible to burn about 745mb on a 700mb staples cdr if I do overburn?

It will depend on your drive and media.
You can generally overburn up to a minute fairly reliable on most media. 15 MB is about 1.5 minutes so it will depend on your actual disc.
You could always play it safe and use 90min media...
