It happens when luma and chroma are mixed.
Usually when you send composite signal to luma channel in S-video connection.
Most common scenario is when output SCART is not switched to S-Video.Head switching noise? Use my Custom JVC VCR Service Remote Control (PTU94023B) to eliminate it! -
Thanks, I'm wondering what might be causing it in this instance. The 1987 1" analog tape goes through a Snell & Wilcox TBC. Something must be wrong with the settings?

I don't know. The first rule of debugging is to exclude from your chain everything you can.

It's not actually a VCR, it's a 1" reel to reel studio tape deck. The same thing also happened with a Umatic tape capture.

I would connect the tape deck directly to a TV and go from there. Not enough information to guess, What's the capture workflow and what S&W converter you're using?

@OP: Low quality S-video cables (means all of these thin cheap variants) do also introduce similar artifacts due to their Chroma->Luma crosstalk. Check for double-screened cables. Stay away from cheap cables where the screening is not explicitly stated in the datasheet.
