  1. I just released Ume Movie Editor - a video editing software that allows for fast and lossless editing of multiple files in one project, without the need to re-encode and without ballooning the file size. Free demo version is available.

    Main features:
    - Cut, resize, reorder and merge matching video files without losing quality.
    - Fully editable subtitles and chapters.
    - Easy to use interface with familiar controls: drag, drop, multiselect, undo, redo, autosave, keyboard and mouse shortcuts, zoom, pan etc.
    - 10 times faster export speed than the fastest benchmarked competitor, details on the webpage.
    - Available on desktop and mobile.

  2. Does it re-encode if I don't cut on a key frame?

It never re-encodes, and the GUI prevents cutting anywhere other than a key frame - it's a limitation by design.

Which makes it useless as a proper NLE.

And of course as soon as you apply a burnt-in subtitle (or more-commonly termed "title') you'll be doing a full recode and the encode speed drop drastically.

It objectively is not useless. Everyone has their own use-case. Mine appeared when I had to edit a lot of vacation footage without losing quality, with added subtitles and chapters. The only way to do it was to juggle LosslessCut, SubtitleEdit, Notepad and MKVMerge. If I made any mistakes, it meant going back in the flow. That workflow was slow, painful and wasteful. That's why I created UME, which has all of these features in one package, speeding things up drastically. If your use-case is different, it might just not be a program for you, but that doesn't make it useless.

The subtitles added in UME are soft subtitles, which do not re-encode. If you meant adding a different kind of subtitles in some other program, then sure, but the same can be said about any other video manipulation in any other video program.

I use Avidemux + ffmpeg for free. Avidemux to cut without re-encoding, ffmpeg to add subtitles without re-encoding.

Poor form to hijack a topic, especially when somebody is trying to promote their project.

As far as I know, Avidemux is an abandoned project that cuts a single clip at a time, and while you can add subtitles with ffmpeg, you have to first create them some other way, and then use a console command to add them.

This is exactly why I created UME - to have it as an "all in one" with an easy interface that is closer to the well known Non Linear Editors. Even if it's not free (10$), I sincerely believe that it saves the user so much time and hassle that it pays for itself.

As it says in the FAQ section:
    Operating system:
    - Windows 10+ (64-bit) or newer¹
    - MacOS Big Sur (11) or newer²
    - Linux (64-bit)
    - Android 5.0 or newer
    Disk space: 200MB
    Display: 10-inch, 1280x720
    RAM: 4GB

¹ ² It may be possible to use an older version of the system by downloading or compiling matching older versions of ffmpeg, ffprobe and libmpv, and then specifying a custom path to them in the settings panel. This is not officially endorsed, supported or guaranteed to work, and I take no resposibility for any issues caused by the third party files you acquire - use at your own risk.
I had success running in on Windows 7 using third party ffmpeg and ffprobe compilation, but it's not officially supported. You can always download the demo version to check whether it works on your machine and with your files.
