I am using TMPGEnc Video Mastering Works 7 to edit and convert HEVC video from my Samsung S 23 phone to MP4. The video stream from the phone is 34 MB/s and for profile and level the setting is high@automatic level 4.1. The output is 12.4 MB/s. I cannot find any guide to the settings. Do they seem about right? I am concerned with maximising quality.

The H.264 (AVC) profiles/levels affect quality in an indirect way, as they set limits on bitrate .
If your video is 4k, level 5.x is normally used, 4.x for 1080p and 3.x for 720p
You should do some test encodes of small samples at different resolutions to ensure it behaves as you expect
