Strange unstabilities / lines breaking out

this is the second time I came across something like this and wonder what's causing this and if there is a way to fix it.

If you take a look at the wooden wall of the shack you'll notice that the video is breaking out.
This happens with table eges too and what not. I have no idea if that was skrewed up by worst converter for streaming media of all time or what else as I can't imagine the original scan beeing like that.

is there a way to fix this or is this beyond repair?
