Hi. My JVC HRS3800u S-VHS deck won't respond to the Power On button. It had been in a box for over 20 years. When I plugged it in and tried to turn it on nothing happened. I checked the internal fuse and it's intact. I saw that there was a VCR tape stuck inside so I followed the directions in the service manual to get that out. As soon as I plugged it in again after that it powered up long enough to return the cartridge mechanism to its normal (empty) position, then shut down again. Clearly the power is getting through, but something is preventing it from powering up.
Any suggestions?

Check your voltages at the power supply, check for leaky or bulgy capacitors, clean the mode switch and go from there, Repairing VCRs requires some skills.
