Is AviSynth RIFE and VapourSynth RIFE the same thing? Does that mean FlowFlames is a GUI for both?

Also, I use it to make a video and gif that goes above 60fps and I want to remove any extra (or regular) frames to set the frame rate to that amount. How do I do that?

Basically: Yes, but the releases may support different model versions.

No. Afaik FlowFlames does not use Avisynth or Vapoursynth, but uses https://github.com/hzwer/Practical-RIFE directly.

Depending on the RIFE implementation and model you use, you can set a target frame rate.
You could also use ChangeFPS.
