How do I bring a 480p video up to 1080p without damaging the original quality?

	assuming 'original quality' <> 'original information'without damaging the original quality?
 upscale: nearest-neighbor / point resize (probably not what you want, usually one does not want to keep the original information intact when upscaling)
 downscale: can't be done in the general case, you will lose parts of the 'original information'users currently on my ignore list: deadrats, Stears555, marcorocchini
