I have a problem playing MP4 files smoothly; they tend to stutter intermittently. If I pause play for a few secs and then play again then its smooth for a minute or two and then starts stuttering again for a few mins and then goes smooth and so on; a pan seems to kick off the stutter.

Test playing videos from different sources, eg download a 1920x1080 60fps from YT
What player, decoder ? Test something else like MPCHC, MPV.
Try different HW decoding (intel vs. nvidia), test different drivers
Also test disabling HW accel to test SW decoding -
I have tested with a mp4 downloaded from YT abd it has a little of the stutter. But then this looks to be encoded at a lower bitrate. My vids tend to be encoded around 12mbs. I have pasted in thevideo properties below.
Could do with help for obtaing the other info.
