what does interlace=0 mean?

It says interlace=0, does this mean it is progressive and that I can turn off interlace and deinterlace in handbrake. I am trying to re-encode the file to a smaller size by changing the crf.

It means the video was encoded progressive. It doesn't mean the frames that were encoded were progressive. People often mistakenly encode interlaced video as if it was progressive. But if you don't see comb artifacts when you watch the video probably doesn't have that problem.
