    Can anyone recommend an effective software to convert PAL (Europe) to NTSC (USA)?

    Is PAL and NTSC only for DVD disks?
    Is there a PAL and NTSC for Blu-ray disks?
    Is there a PAL and NTSC for 4K disks?

    In 2018, and beyond, and even in years past, it's just not necessary except in special circumstances when you have mixed sources for a new edit projects. To just watch it, understand that modern TVs/devices don't care about PAL or NTSC. It will play whatever. The choice of codec, and the encode settings (ie, not too many keyframes), now matters more than PAL/NTSC.
