I have just obtained a TV interface card for my PC made by MSI called the TV@nywhere card. It comes with bundled software called MSI PVS (for Personal Video Station). Looks like it is also known as WinDVR.
I am able to record the incoming video stream to the hard drive. I want to save it with the best resolution possible for future editing and eventual burning to VCD. It seems to me that starting with the best possible source file will give the best possible end result.
The program allows saving to a variety of formats. Almost all of them will not open with TMPGenc. I get an error message indicating unsupported format.
The program can save directly to a VCD compatible file which I can open with TMPGenc but after I do some editing and repackage the file the end product on the VCD does not look very good.
I have the feeling that if I started with a higher grade source file I could get better results
The various formats that MSI PVS allows are called as follows:
Good, Better & Best, all of which are MPEG-2 formats with differences in the size & bit rate.
There are also:
NTSC DVD
NTSC quarter DVD
NTSC half DVD
NTSC PC MPEG
NTSC 1/4 PC MPEG
NTSC VCD.
It looks like all the above are also various MPEG-2 formats. I have tried saving in all these formats and none are decipherable by TMPGenc.
I checked around these pages and downloaded the MPEG-2 plug in which seemed like it should help. This however does not come with any install instructions so I really don't know what to do with it. I tried just putting the files in the TMPGenc directory but doesn't seem to have helped.
Would be grateful for any help to get me over this hump.

I was able to solve my problem partially. I put the MPEG-2 codec in the TMPGenc directory but was having no luck. After some further searching around I saw something about looking into the options menu and going into environmental settings and changing the priority of a particular codec on the VFAPI plug in tab. I changed the MPEG-2 plug in to "2".
This now enables me to open the MPEG-2 file in TMPGenc, however there is no audio, just a video track.

Hi all,
MSI PVS is an OEM product of Intervideo WinDVR ver 1. If you use WinDVR version 2, all problems are clear including video/audio sync...
