That's not possible — thus far, at least. Regarding 'speed' specifically, your best bet is get a VERY-fast machine.
Because HEVC is a "CPU-eater" 😋

HEVC encoders have to do a magnitude more calculations than AVC encoders (see it as a "next generation"). Therefore it is very improbable that x264 and x265 can have similar relations between quality preservation, output size, and encoding speed.
