In TMPGEnc templates, there are two fields that are relevant to my question: MPEG.Video.StreamType & MPEG.System.StreamType. When the video stream type is changed from within the GUI of TMPGEnc, only the first field is modified. So my question then, is this: does changing one of the VideoCD templates to use MPEG2 encoding actually produce files that are encoded as MPEG2?

Yes, if you load the VCD template but then change the encoding to MPEG2 you'll get an MPEG2 output file. Question - why/what are you trying to do???
