  1. Running 64 bit Win7 with Adobe Flash Player. All browser extensions disabled, hardware acceleration unchecked. Baud rate > 20 Mbps. CNN videos do not play.

CNN plays next door using same ISP running a more restrictive Win7; we're both in a nursing home with the same Wi-Fi. Both PC's were tested with Chrome.
Win7 and Baidu firewall On/Off makes no difference.
Videos from CBS, NBC, ABC & FOX play.
    Text from CNN readable.
    CNN videos play in Safe-Mode
Google news has a CNN a video that plays in the browsers and Adobe Flash.
Conjecture ; problem caused by Adobe Flash; in CNN it enables hardware acceleration [right click spinning square > inspect > settings shows it's enabled and cannot change]. Previously, I had disabled hardware acceleration both in the browsers and in Adobe Flash.

Chrome uses a built-in flash player so try Firefox or Internet Explorer and see if you get same problems.

In problem statement had indicated CNN videos could not be played in Firefox. Just tested IE; will not play there either.

  4. Tried Safari - same problem. However, with the Tor browser the CNN videos play! Does this mean there is a fix for Chrome or Firefox?

Have you looked in Control Panel under Flash Player to update it? (considering W7 still has this - I'm still on XP)
