    Create Bitmaps at

    PAL: resize 768x576 --> 704x576
    NTSC: resize 768x576 --> 704x480

    (The resize step is to take care strectching due to change in aspect ratio while displaying on 4:3 TV)

    Now use Philips Video CD toolkit 2 to make mpeg stills.
    It's free for download and gives really high quality stills.
    Search for a how to use guide on the net by mikk (mikk999@yahoo.com).
    Rename the mms file to mpeg and use it as a still.

  3. mikk's guide is here: http://www.geocities.com/mikk999/VCDStills.htm

    It should be noted that VCDEasy can now make "real" (well, they mostly seem to work) S/VCD stills and do all the resizing, letter boxing, aspect ratio correcting work for you.

    Yeah, but the quality is still bad. Especially for text.

  5. Are you sure?

    From experience (using VCDEasy + MJPEGTools 1.6.0-rc2) on the "highest quality/size" setting, the quality seems excellent.
