Reverse telecine PF24 AVCHD material

This works in PP but does anyone know of a separate utility that does this?

load it into Avisynth (using tivtc.dll i think) + VD command line to make UT video + put it all into batch script = simple utility

Cineform might do it ?
TMPGEnc might do it ?

Yes cineform does, but not the free version . Avisynth of course, and even ffmpeg can do it now it has several IVTC filters
