Mpeg encoding to VCD trouble before burning with Nero

Some of my mpeg files are done in 30bps this is no a speed recognized as correct by vcd easy how can I change some settings on the video?
If I change a name wi "&" by the word "and" in the title, does this change afect the video playing or VCD converting?
Nero burn asks me to transform mapeg into vcd. Is this called mpeg encoding or decoding?
Do I have to send you the video to see?
Other 2 videosclips of Guns and Roses said dont work or failed comprobation what can I do with them?

When it comes to Make a Disc to Disc or Video CD screen......Select Video and start the recording process. If its not ready to be recorded, a screen will pop and ask you if you want to RE-ENCODE what media your trying to record. Click Yes and let Nero Reencode the media your trying to use. It takes a good hour or more for it to reencode the media.
